What it requires
A food business generally registers with Mattilsynet (the Norwegian Food Safety Authority) before starting, on a form Mattilsynet sets, implementing Regulation (EC) 852/2004, Art. 6(2). Businesses handling animal-origin products generally face the stricter approval ("godkjenning") tier rather than plain registration. Mattilsynet holds general supervisory and enforcement power under matloven §23.
