In mining, what decides is what you extract from the ground. If you extract fossil fuels (coal, oil, natural gas), your candidate is the Energy heading. If you extract metal ore or produce metal, your candidate is here. The two are not grouped under one "mining" umbrella.
Coal, oil and natural gas extraction fall under the Energy heading. This heading covers only metal ore mining and basic metal production — consistent with ISIC's own Section B distinction (05-06 fossil fuels vs. 07-09 other mining).
GISTM (Global Industry Standard on Tailings Management), co-signed by ICMM/UNEP/PRI, is a standard focused on tailings facility management — it is not itself a certification body; certification/assurance is carried out through separate implementation protocols. ICMM Mining Principles is a membership-based commitment/performance-expectation set, not an independent certificate issued by a third party. Neither should be confused with IRMA or ResponsibleSteel, which are independent certification schemes that actually conduct site audits.
ResponsibleSteel is an independent certification scheme (ISEAL-aligned) covering steel from raw material extraction through production. A business that only purchases or uses steel products is not in the same record set as a facility producing steel.
