CNAS is China's national accreditation body

The China National Accreditation Service for Conformity Assessment (CNAS), established 31 March 2006, is designated by the State Administration for Market Regulation (SAMR) under China's Regulation on Certification and Accreditation. CNAS accredits certification bodies, laboratories, inspection bodies and validation/verification bodies, operating per ISO/IEC 17011.

CNAS is a Global ACI MRA signatory Full Member, with 11 recognised scopes and their own recognition dates — testing/calibration since 2000, management-systems certification since 1998, product certification since 2008, inspection since 2012, and validation/verification since 2020/2025.

CNCA is not an independent regulator — it is folded into SAMR

CNCA (国家认证认可监督管理委员会) is not described as an independent body: per its own page, its functions were folded into SAMR in China's 2018 institutional reform, and the CNCA name is retained only as an external signboard ("对外保留牌子"). Two SAMR departments carry out the work; CNCA's head is a SAMR vice-chair. CNCA must never be described as a regulator separate from SAMR.

Employer's general duty — Work Safety Law

The Work Safety Law (安全生产法), enacted 2002, most recently amended 2021, requires every "production/business operating unit" to build a full-staff work-safety responsibility system (Art. 4), names the unit's top person-in-charge as the "first responsible person" for work safety (Art. 5), and requires mandatory safety education and training for all employees (Art. 28). The Ministry of Emergency Management (MEM) enforces it.

A reduced 15% corporate income tax rate for enterprises determined ("认定") to be High and New Technology Enterprises.
Eligibility
Registered for at least 1 year; R&D/technical staff at least 10% of headcount; high-tech product/service revenue at least 60% of total revenue in the past year; no major safety, quality or serious environmental violation in the preceding year.
