Any entity or individual conducting certification activity in mainland China
What it requires
Being a certification body is itself a state-licensed activity in mainland China: Art. 7 states "未经批准，任何单位和个人不得从事认证活动" — without approval, no unit or individual may conduct certification activity. Approval is granted by China's State Administration for Market Regulation (SAMR).
