In chemicals, what decides is not being a supplier into the petroleum/gas/nuclear energy chain but actually manufacturing, processing or placing chemical substances on the market. Supplying equipment or services into the energy chain (under IECEx/ATEX) does not make you a candidate here; a facility manufacturing chemicals from refined petroleum is a candidate.
The Energy sector's IECEx/ATEX conformity covers businesses supplying equipment or services into the petroleum/gas/nuclear chain. A facility manufacturing chemicals or petrochemicals from refined petroleum falls outside that boundary and is a candidate under Chemicals and Petrochemicals — consistent with ISIC's own distinction (refining is Division 19, chemical manufacture is Division 20).
ICCA's global Responsible Care programme is described on its own page as a "voluntary initiative"; it is not a certificate issued by a third party. Some national/regional implementations (e.g. RC 14001) can turn into a third-party-audited management system certificate, but the global programme itself is not a certification body.
The Globally Harmonized System (GHS), run by UNECE, is a framework for classifying chemicals by hazard and for harmonised hazard communication (labels and safety data sheets); it is designed for governments and regional bodies, not a certificate issued directly to businesses. How your country transposes GHS into law must be verified separately.
