JAS-ANZ was established by international treaty, not a domestic law

The Joint Accreditation System of Australia and New Zealand was created by an intergovernmental agreement between Australia and New Zealand, signed 30 October 1991 (governance updated by a second agreement in 1998). It accredits certification bodies — management-system certifiers (e.g. ISO 9001, ISO 14001), product certification, personnel certification, inspection bodies and verification/validation bodies. It does not accredit laboratories.

IANZ operates under a 2015 Act, not the 1972 one still cited by some sources

The Accreditation Council was created in 1972 under the Testing Laboratory Registration Act 1972 (No 36) — that Act was repealed on 21 October 2015. The Council today operates under the Standards and Accreditation Act 2015 (No 91), s.35, which empowers it to establish accreditation schemes, seek international recognition, and act as New Zealand's national Good Laboratory Practice monitoring authority. The Council is an autonomous Crown entity under the Crown Entities Act 2004; IANZ is its trading name / service-delivery arm. IANZ accredits laboratories (testing and calibration across chemistry, biology, electrical, mechanical, medical and metrology), inspection bodies, building consent authorities, and medical imaging providers — it does not accredit management-system certification bodies.

Both bodies are Global ACI Full Members

IAF and ILAC closed on 1 January 2026, with 31 December 2025 signatories carried across with the same scope under the single successor, Global ACI. Both IANZ and JAS-ANZ appear in the Global ACI Full Members registry under a "New Zealand" filter — "Full Member" and "MRA signatory" are the same status under Global ACI's own terminology, not two different things.

Callaghan Innovation, the R&D funder many third-party sources still name, was disestablished in 2025 — its R&D Tax Incentive role moved to Inland Revenue and MBIE jointly, without the underlying legislation changing.
