Manufacturers, sellers and importers of products on the CCC catalogue
What it requires
Products on SAMR's CCC catalogue cannot be manufactured, sold, imported or used commercially without CCC certification and marking. The catalogue was revised in 2023 from 17 categories/103 products to 16 categories/96 products — the "103 products" figure is outdated. Unauthorized market entry of catalogued products carries a fine of RMB 50,000–200,000 (up to 2x the value of goods worth under RMB 10,000), per Art. 66. Further changes are already scheduled: a new implementation rule for power banks/lithium batteries took effect 15 August 2025; a QR-code traceability pilot phases in from 1 March 2026 (new products) to 1 March 2027 (full pilot scope); and 16 products currently on self-declaration revert to third-party CCC certification, with applications opening 1 July 2026 and the new regime effective 1 January 2027.
