CNAS describes its own legal basis: '中国合格评定国家认可委员会（英文缩写为CNAS）于2006年3月31日正式成立，是国家市场监督管理总局根据《中华人民共和国认证认可条例》和《认可机构监督管理办法》确定的国家认可机构' — CNAS was formally established on 31 March 2006, and is the national accreditation body determined by the State Administration for Market Regulation under the Regulations of the People's Republic of China on Certification and Accreditation and the Measures for the Supervision and Administration of Accreditation Bodies.

Real scale: over 22,000 accredited organisations
CNAS states: '中国合格评定国家认可中心（CNAS）认可各类认证机构、实验室、检验机构及审定与核查机构共计22770家，其中认证机构340家，实验室21189家，检验机构1202家，审定与核查机构39家' — CNAS accredits a total of 22,770 organisations across all categories: 340 certification bodies, 21,189 laboratories, 1,202 inspection bodies, and 39 validation and verification bodies (as published 9 June 2026).

International recognition through Global ACI and APAC
Global ACI's own member registry lists CNAS as a 'Full Member, Global ACI MRA Signatory', with a distinct 'ISO/IEC 17011 (Recognition date: 22 Jan 1998)' scope line and Code of Conduct acceptance on 19 February 2026, across 11 accreditation scopes. Regionally, CNAS participates in the Asia Pacific Accreditation Cooperation (APAC), which was itself 'established on 1 January 2019 by the amalgamation of two former regional accreditation cooperations – the Asia Pacific Laboratory Accreditation Cooperation (APLAC) and the Pacific Accreditation Cooperation (PAC)' — its own MRA combines the original APLAC MRA (1997) and PAC Multilateral Recognition Arrangement (1998).
