Who it binds
Anyone producing, importing, marketing, using or otherwise handling a product or consumer service that could cause the harms §1 targets (health harm, environmental disturbance, or wasted energy)
What it requires
§3 imposes a general duty of care: exercise diligence and take reasonable measures to prevent or limit harm from a product or consumer service, including a disclosure duty. §8 leaves the designation of the supervising authority to secondary legislation — no single named regulator is stated in the Act itself; the Norwegian Directorate for Civil Protection (DSB) is the lead body in practice, alongside others for specific sectors (food, medicines, chemicals).
