Who it binds
Employers whose risk profile requires it, under Arbeidstilsynet's own criteria
What it requires
Where the employer's risk profile requires it, the employer must affiliate with an occupational health service (bedriftshelsetjeneste, BHT) approved by Arbeidstilsynet (the Labour Inspection Authority); that service must be operationally independent of the employer. This sits alongside — but is distinct from — the employer's general systematic HSE-work duty under §3-1.
