CHAS

What it is

CHAS is a health and safety pre-qualification assessment scheme. Its own page states: "We're a founding member of SSIP, the UK's leading membership body for health and safety assessment schemes," and separately: "CHAS is a founding member of the SSIP community."

CHAS offers three assessment levels. Its own page states the requirements for each: Standard is "Health & Safety assessment including SSIP"; Advanced is to "Meet SSIP and the former PAS 91 Standards"; Elite is to "Meet Common Assessment Standard requirements."

CHAS's own official pages, as opened for this record, do not spell out the phrase "Contractors Health and Safety Assessment Scheme" as the expansion of the abbreviation CHAS; that expansion is common in third-party usage but was not found written on CHAS's own site during this research.

Who asks for it

Voluntary. CHAS's own page describes public-sector buyers as long-standing users of CHAS, but no source opened for this record confirms a public-sector legal or procurement-policy requirement to hold CHAS or the Common Assessment Standard. A blog post on CHAS's own site names "Procurement Policy Note (PPN) 03/24" as the basis for a public-sector requirement, but the primary source (GOV.UK) for that exact PPN number was opened and read, and it does not mention the Common Assessment Standard, SSIP or construction at all — its subject is the Standard Selection Questionnaire. The correct primary document for any public-sector CAS requirement remains unidentified and sits in the verification queue.

CHAS's own page states it has been "helping organisations in sectors like construction and the public sector stay safe and compliant for over 30 years," naming construction and the public sector as long-standing user groups. A separate CHAS blog post names a public-sector requirement tied to "Procurement Policy Note (PPN) 03/24," but the PPN 03/24 document itself, read directly on GOV.UK, addresses the Standard Selection Questionnaire and does not mention the Common Assessment Standard, SSIP or construction. Which document, if any, makes CHAS Elite / the Common Assessment Standard a public-sector procurement requirement is an open question in the verification queue.
