What it is

The scheme owner's own page states, verbatim: "De Safety Culture Ladder 2.0 (hierna: SCL 2.0) is een beoordelingsmethode om het veiligheidsbewustzijn en bewust veilig handelen (cultuur & gedrag) in bedrijven te meten." (Translation note, not verbatim: Safety Culture Ladder 2.0 is an assessment method to measure safety awareness and consciously safe behaviour — culture and conduct — in companies.)

The same page confirms the ladder has "5 niveaus, zogenoemde 'laddertreden'" (5 levels, so-called 'ladder rungs'); the name and description of each individual level were not found on any page opened this round.

The same page states, verbatim: "De SCL 2.0 kan worden toegepast in alle sectoren. Met de Governance Code Veiligheid in de Bouw is de SCL een belangrijk certificatiesysteem voor fysieke veiligheid en gezondheid in sectoren zoals bouw, energie en chemie." (Translation note, not verbatim: SCL 2.0 can be applied in all sectors; under the Governance Code Safety in Construction, SCL is an important certification system for physical safety and health in sectors such as construction, energy and chemicals.)

The same page states, verbatim, a class-honesty fact this record carries forward directly: "Bij dit schema vindt nog geen certificatie onder accreditatie plaats." (Translation note, not verbatim: under this scheme, certification does not yet take place under accreditation.) This scheme is therefore not an accredited certification in the sense of ISO/IEC 17021-type oversight.

Public procurement. The scheme owner's own page names large clients, ProRail and TenneT, who require an SCL rung from themselves and from subcontractors. The page states the scheme can be applied in all sectors; this record's sector tags reflect the sectors the same page names by example (construction, energy, chemicals), not an exhaustive scope claim.
