Who it binds
Pelaku Usaha (business operators) trading or circulating goods, providing services, or running a process or system that a ministry or non-ministerial government agency has made subject to a mandatory SNI.
What it requires
Pasal 24(1) lets a ministry or non-ministerial government agency impose a mandatory SNI, by Peraturan Menteri or Peraturan Kepala Lembaga Pemerintah Nonkementerian, where safety, security, health, or environmental interests are at stake. Pasal 25(1) then requires the business operator to hold the SNI certificate for goods or services a mandatory SNI covers; Pasal 25(2) prohibits trading or circulating goods, providing services, or running a process or system that does not conform to the SNI or its numbering, for anyone without that certificate. This record covers only the mechanism — which specific products currently carry a mandatory SNI is a separate, still-unverified question (the Daftar SNI Wajib list itself could not be opened) and is not answered here.
