What it requires
The first tier — food-and-beverage products, their raw materials/additives/processing aids, and slaughter products/services — became mandatory on 18 October 2024. Under PP 42/2024 Pasal 160(2), micro and small businesses (UMK) have a staged deadline running to 17 October 2026; under Pasal 160(3), foreign-origin products get a deadline the minister sets, no later than 17 October 2026, after mutual-recognition arrangements are accounted for. BPJPH (Badan Penyelenggara Jaminan Produk Halal), under the Ministry of Religious Affairs, administers the scheme. Its own stated sanctions are administrative only — a written warning and/or withdrawal of the product from circulation; no fine is stated. This calendar covers only the food-beverage-slaughter product group — other regulated categories (pharmaceuticals, cosmetics, wearable products) run on separate, later tiers not covered by this record.
