What it requires
A certificate of safety compliance is legally required before a household electrical product may be supplied. A stricter path applies to "prescribed products" (plugs, adaptors, lampholders, flexible cords, extension units, unvented thermal-storage electric water heaters): only a recognised-manufacturer declaration or a recognised-certification-body report is accepted, not a plain self-declaration. The Electrical and Mechanical Services Department (EMSD) also runs a separate, voluntary public list of certified products — that list is not itself the legal compliance requirement.
