INACAL-DA is Peru's only ILAC MRA-signatory accreditation body listed in this backbone.
INACAL is Peru's national quality body, created by Ley N.º 30224 (2014); accreditation is one of its three separate functions, carried out by a line unit whose name — Dirección de Acreditación — comes from a later regulation, not from the law that created INACAL itself.
How this body's authority is structured
One institute, three separate functions
Ley N.º 30224 (published in El Peruano, 11 July 2014), article 9, creates INACAL as a 'Organismo Público Técnico Especializado adscrito al Ministerio de la Producción' and the rector body of Peru's national quality system. Article 10 assigns it three functions — standardisation, accreditation and metrology — each carried out by its own separate line unit ('órgano de línea'). The law itself never uses the phrase 'Dirección de Acreditación': article 25.1 names the accreditation function only as 'el órgano de línea responsable de la materia de acreditación del INACAL' — 'the line unit responsible for INACAL's accreditation function'. The name 'Dirección de Acreditación' comes from INACAL's own organisational regulation (Reglamento de Organización y Funciones, DS 009-2019-PRODUCE), not from the founding law.

Accreditation is a voluntary qualification — in the law's own words
Article 24 states: 'La acreditación es una calificación voluntaria a la cual las entidades privadas o públicas pueden acceder para contar con el reconocimiento del Estado de su competencia técnica en la prestación de servicios de evaluación de la conformidad en un alcance determinado' — accreditation is a voluntary qualification that private or public entities may seek, to obtain the State's recognition of their technical competence to provide conformity assessment services within a defined scope. This is the law's own characterisation, not a conclusion this site draws. Accreditation is granted by contract (art. 25.1, 25.3) and only within the specific scope granted (art. 27.1) — it does not certify a body generally.

When public bodies must use an accredited conformity assessment body
Article 33 sets a conditional but real obligation: public entities that need conformity assessment bodies to enforce their own technical regulations 'dispondrán la participación de los organismos de evaluación de la conformidad acreditados por el órgano de línea responsable de la materia de acreditación del INACAL; y solo en ausencia de los mismos podrán autorizar de manera temporal a organismos fuera del marco de la acreditación' — they must use INACAL-accredited bodies, and may only temporarily authorise a non-accredited body where no accredited one is available. This is a narrower, conditional mandate: it binds a public entity's own use of conformity assessment bodies when it enforces its technical regulations — it is not a general rule that every private transaction in Peru requires INACAL accreditation, and should not be generalised into a blanket 'INACAL accreditation is mandatory' claim.

A register that predates the institute — explained by a legal transfer, not an error
INACAL-DA holds an IAAC MLA certificate for ISO/IEC 17065 (product certification), approved 27 February 2013 — a year before INACAL itself was created by law in 2014. This is not a data error: Ley 30224's own transitional provisions (Disposición Complementaria Final PRIMERA) state that accreditation functions were progressively transferred to INACAL from INDECOPI's pre-existing 'Servicio Nacional de Acreditación' over a 270-day period after the law took effect — the international recognition carried over from the predecessor body. INACAL's own register today publishes seven live categories of accredited body (testing and clinical laboratories, calibration laboratories, product/management-system/person certification bodies, inspection bodies), each as a dated, versioned PDF.
