RENAR is Romania's only ILAC MRA-signatory accreditation body listed in this backbone.
RENAR is a private, non-profit association — not a state agency — formally recognized as Romania's national accreditation body by Government Ordinance 23/2009. It exercises a public-authority function under close ministerial oversight: the Ministry of Economy appoints a vice-president to RENAR's own board with veto power over RENAR's decisions.

RENAR's own English homepage describes it as 'a non-governmental, non-profit organization... its legal status being granted by the decision no. 1966/07.08.1990... The Association is formally recognized as unique national accreditation body by Government Ordinance 23/2009 and... operates under the coordination and surveillance of the Ministry of Economy.' Government Ordinance 23/2009, Art. 7(1), states in its own words (translated): 'The national accreditation body referred to in art. 3 is the sole body issuing accreditation certificates to conformity assessment bodies, whether accreditation is sought on a mandatory or voluntary basis.' Ministerial control is concrete, not just supervisory: Art. 11(d) has the Ministry 'appoint, by ministerial order, its own representative, who holds the position of vice-president of the national accreditation body and has veto power over decisions of the national accreditation body, where these decisions might breach applicable legal provisions.' Separately, Art. 3 makes RENAR's formal designation dependent on a Government Decision (HG) still to be issued — RENAR's own 'Legislation' page, which otherwise lists every amending instrument in detail, lists no such HG at all; whether one was ever adopted is not established, and RENAR's current designation may still legally trace to a 2003 ministerial order via an open transitional clause (Art. 14).

Founded 1990 — but named RENAR only after a 1998 merger of two predecessor bodies
RENAR's own English page dates its legal personality to a 7 August 1990 court decision. Its own (Romanian) history page is more precise: that 1990 grant belonged to a predecessor association, RELAR; a second predecessor, IRS-DCANOC, was founded inside the Romanian Standards Institute in April 1992; the two were unified on 6 July 1998, following a 1998 government ordinance, into what RENAR's own page calls (translated) 'a single national accreditation body named RENAR'. RELAR was already an ILAC full member and MoU founder from September 1996, before the RENAR name existed; RENAR joined EA in November 1999 and IAF in November 2002.

RENAR's public register of accredited conformity assessment bodies ('OEC acreditate') needs no login or registration. It offers a status filter (all / accredited / suspended / restricted / withdrawn), an activity-type filter (laboratories, certification bodies, inspection bodies, and various management-system-certifier categories), a free-text search field, and a separate advanced-search option. Result rows show ID, certificate number, name, laboratory, location, issue date, expiration date and reference standard.

International recognition: signatory in 9 of 10 EA scopes; the 10th, and a 'founding member' claim, remain open
European Accreditation's own signatory list (EA-INF/03, 26 May 2026) shows Romania/RENAR as an EA MLA signatory in nine of ten listed scopes, each with its own date: calibration (28 May 2009), testing and medical laboratories (14 October 2005), inspection bodies (3 October 2013), product and management-system certification (28 May 2009), certification of persons (3 October 2013), validation and verification (6 December 2023), and proficiency testing providers (5 October 2017). The tenth scope, reference material producers, carries no signatory date — RENAR is not recognized in that scope. RENAR's own site separately describes itself as a 'Founding Member of Global ACI' (the 1 January 2026 merger of IAF and ILAC) and of EA — this is RENAR's own claim about itself; Global ACI's own member registry renders its member rows by JavaScript and did not surface an independently confirmable RENAR entry this round, so the 'founding member' description is recorded as self-declared, not yet cross-verified against the registry itself.
