Vietnam's personal data protection regime rests on Decree 13/2023 and, from 1 January 2026, Law 91/2025 (Personal Data Protection Law). Whether a further implementing decree (Decree 356/2025/NĐ-CP) has replaced Decree 13/2023 is unconfirmed — this record does not assert a repeal.
