What it requires
Decree 15/2018 implements the Food Safety Law through three risk-based regimes: self-declaration, registered declaration, and a facility eligibility certificate — which regime applies depends on the product and risk level. Decree 15/2018 remains in force; a planned replacement (Decree 46/2026/NĐ-CP and Resolution 66.13/2026/NQ-CP) was suspended by Resolution 15/2026/NQ-CP (6 April 2026) — current status must be re-checked before publish.
