What it requires
A workplace that counts as a "factory" under the Workplace Safety and Health Act 2006 must, before starting operations, either submit a one-time Notification (lower-risk) or obtain a Certificate of Registration (higher-risk) from the Ministry of Manpower (MOM), applied for through GoBusiness/CorpPass. MOM states operating without notifying or registering carries a penalty of up to S$5,000. MOM's own scope page states the WSH Act "covers... All workplaces, unless exempted," binding employers, workplace occupiers, manufacturers/suppliers, employees and the self-employed.
