PSN Code of Connection

What it is

PSN Code of Connection (CoCo) is the form completed to apply to connect to the Public Services Network. In GOV.UK's own words: "Complete this form if you're applying to connect to the PSN so you can send and receive information over the network."

Connecting requires a PSN connection compliance certificate. GOV.UK states: "If you want to connect to the PSN you need to renew or get your first PSN connection compliance certificate," through a process that includes completing the CoCo, a network diagram, an IT Health Check (ITHC) report, updated contact details and the application paperwork. GOV.UK adds: "Most applications are dealt with in 4 weeks."

On withdrawal, GOV.UK states: "A PSN connection compliance certificate may be withdrawn at any time if it's found that the certified organisation no longer meets the agreed standard."

Who owns it

The programme is published on GOV.UK's "Public Services Network" group page, which describes PSN as "the government's high-performance network, which helps public sector organisations work together, reduce duplication and share resources." Which government department currently owns the programme was not confirmed in the pages reviewed as of 31 August 2026.

Who asks for it

GOV.UK addresses this guidance to organisations applying to connect to the PSN so they can send and receive information over it. No source reviewed states which organisations are legally required to connect, or that any buyer makes PSN connection a condition for its suppliers — this is open and sits in the verification queue.

"Your certificate is normally valid for 12 months."
