Tanker Management and Self-Assessment
TMSA is one of OCIMF's four Management Self-Assessment titles: tanker companies assess their own safety management systems against KPIs. The result is the company's own assessment rather than a third-party audit outcome. Its questions run across four stages, level 1 being the minimum standard expected, and OCIMF recommends re-taking the self-assessment every 12 months.

What it is
OCIMF's own Management Self Assessment page (ocimf.org/programmes/msa), read on 2026-09-02 and reachable without a login, states, verbatim: "OCIMF has a suite of four Management Self-Assessment titles, Tanker Management and Self-Assessment (TMSA), Offshore Vessel Management and Self-Assessment (OVMSA), Marine Terminal Management and Self-Assessment (MTMSA) and the Ship-to-Ship Service Provider Management and Self-Assessment Guide."
The same page states, verbatim: "The Tanker Management and Self-Assessment (TMSA) programme provides companies with a means to improve and measure their own safety management systems." The measuring party is the company itself.
On the stage structure, the same page states, verbatim: "The programme encourages companies to assess their safety management systems (SMS) against key performance indicators (KPIs) and provides the minimum standard expected (level 1) plus three levels of increasing standards or performance."
On the internal structure, verbatim: "Each MSA consists of a series of elements (chapters). These elements consist of a series of questions that relate to stages within that element. These stages indicate the standard of management that the organisation is operating at, i.e. the higher the stage the higher the standard."
On the answer format and the cycle, verbatim: "The questions in the MSAs are set out in four stages and are framed to require 'Yes' or 'No' answers with the option to add comments if needed." and "It is recommended to re-take a Self-Assessment every 12 months."
OCIMF's programmes directory page describes the only verification layer around it, verbatim: "OCIMF members may carry out verification visits comparing their findings with the self-assessment as part of their quality assurance process." A verification visit by a member is a check on a company's own scoring — the assessment itself stays with the company.
A subscription applies to one part of the suite. The same page states, verbatim: "Vessel Operators who use the SIRE and BIRE Programme Management and Self-Assessment (MSA) tool will be charged an annual subscription fee to create, edit and publish a new TMSA." and "Participation in the OVID (OVMSA) and MTIS (MTMSA) Management Self-Assessment Programmes does not require a subscription."
No levels list is published on this record: the page gives a description for level 1 only ("the minimum standard expected") and groups the rest as "three levels of increasing standards or performance", so naming stages 2, 3 and 4 would be our invention rather than the owner's text.
Who owns it
OCIMF (Oil Companies International Marine Forum) owns the MSA suite, including TMSA, as set out on its own Management Self Assessment page.
Who asks for it
OCIMF reports the adoption level itself, verbatim: "Over 90% of tanker operators, including all oil companies that operate vessels, use TMSA to assess their vessel management practices." That is a usage share, and this record does not read it as a requirement: no page opened for this record names any party that requires a TMSA.
