What it requires
Food law enforcement in Switzerland is organised at cantonal, not federal, level: each canton must appoint a cantonal chemist, a cantonal veterinarian, and the necessary food inspectors, controllers and official veterinarians (Art. 49). Risk-based official controls occur at every stage of production, processing and distribution, with inspection access rights to premises and vehicles (Art. 30). Intentional health endangerment carries up to 3 years' imprisonment (5 if commercial); procedural or notification breaches carry a fine of up to CHF 40,000 (Art. 63/64).
