Where this applies
This record is scoped to Federal (Canada). Scope is part of the claim: a rule that binds one part of a country does not bind the whole of it, and this library states the scope its sources state.
Instrument
Canada Consumer Product Safety Act, S.C. 2010, c. 21
Who it binds
Anyone who manufactures, imports, advertises or sells a consumer product in Canada.
What it requires
The CCPSA prohibits manufacturing, importing, advertising or selling a consumer product that poses a danger to human health or safety, or one that has been recalled, and requires suppliers to keep traceability records for six years, with those records kept in Canada. It does not set up a general pre-market approval or certification process — enforcement works after a product reaches the market, through inspection, test orders and recalls. This is a scope note, not a claim that no product category requires prior approval: some product categories (for example certain electrical equipment) carry their own separate, province-level requirements not covered by this record, and other federal regimes (food, drugs, medical devices) fall outside the CCPSA entirely.
