What it requires
Ministerial Decree 239/2018 requires all food products to be registered in the electronic ZAD system before market distribution. Per the federal government's own portal: violations involving pork or alcohol carry a minimum 1 month's imprisonment plus a fine of up to AED 500,000; misleading labelling carries a fine of AED 10,000–100,000; other violations carry a fine of up to AED 100,000. The Ministry of Climate Change and Environment (MOCCAE) sets federal standards; enforcement also runs through emirate-level authorities (e.g. ADAFSA in Abu Dhabi, Dubai Municipality in Dubai).
